I have a '99 CBR 900 and I want to install a RC-30/45 swingarm and wheel. Anyone have any experience with this or know anyone who has? How close to bolt up is this procedure?

erm, I know that some guys did that to an older model blade..but it wasn't an RC30 or 45 (what a waste!! to chop one of those beauties) but a VFR swingarm.

RC30/RC45 swingarms are not going to bolt up easily...each one is different, and since these aren't the most common bikes, parts are pricey. The closest to a true bolt-on is the 94-97 VFR swingarm...IIRC it only requires machining spacers. It's been done before...check out some Fireblade/900RR websites. I'm pretty sure someone out there has a write-up on it.
